In an effort to make our food safer, the house passed The Food Safety Enhancement Act of 2009 (HR. 2479) in July. This bill seeks to address food safety issues by improving federal capacity to regulate food establishments and target food safety problems. This new legislation will require food facilities to significantly beef up their food safety programs by conducting hazard analysis, deploying preventative controls, and developing formal food safety plans. The bill will give the Fed broad and sweeping oversight powers. The Secretary of Health and Human Services will be required to develop scientific standards to minimize food-born contamination risk, set risk standards for raw commodities, inspections scheduled via a risk based schedule, create a system to trace food, charge fees for re-inspection and recalls, setting up an accreditation program for labs analyzing food for import /export. The bill also gives the secretary the ability to immediately stop food from being distributed in the event of a recall and even quarantine food geographically if necessary. In addition, the bill will call for a new team of inspectors dedicated to inspecting and monitoring foreign food facilities. Finally the bill will address issues relating to color additives and will offer protection for whistle blowers. There are many objections to the proposed Food Safety legislation - these objections will be explored in the webinar as well.
