Joe Neff is the National Managing Director of RSM McGladrey’s State and Local Tax Practice and in that regard has direct responsibility for leading and directing the Firm’s strategic application for SALT services through its clients. He also consults with the Firm’s clients on pressing State and Local tax matters.

Joe has over 20 years of experience in the state and local tax arena. He is a retired Senior Partner with a Big Four firm, where he was responsible for their National State Tax Consulting Practice for the Middle Market. He held numerous executive leadership positions with his prior firm, including member of the three-person Executive Committee and Western Region Partner in Charge, and has been responsible for developing new consulting services and practices, in addition to directing the national multi-state tax practice.
Joe has been a frequent lecturer and guest speaker at numerous professional organizations, including the American Bar Association and the Tax Executive Institute. He is the author of numerous articles and papers regarding State and Local Taxes and has published four premier books:

His book on State and Local Taxes is in use in the majority of graduate tax programs throughout the country. He has been an Adjunct Professor in graduate tax/law programs at the University of Southern California and Brigham Young University.

Joe received his undergraduate degree at Brigham Young University and his Juris Doctorate at Drake University / Southwestern University.

Jeffrey C. Glickman, Esq.

Jeffrey C. Glickman, Esq., is a partner in the State and Local Tax Group with the law firm of Alston & Bird LLP and is resident in its Atlanta office. His practice focuses on multistate tax planning and business transactions. Mr. Glickman has experience in structuring business transactions and developing and implementing new business structures in a manner designed to achieve multistate tax efficiencies. He also advises clients on the state tax issues associated with sophisticated information technology and other outsourcing arrangements. In addition to his transactional practice, Mr. Glickman maintains a multistate administrative tax dispute and negotiation practice, including obtaining letter rulings, preparing and negotiating amnesty applications, and assisting clients during audits. He is a frequent lecturer before professional groups at conferences and seminars sponsored by the Committee on State Taxation, the Interstate Tax Corporation, Lorman Education Services, the Institute for Continuing Legal Education, the Tax Executives Institute and the Atlanta Tax Club. In 2008, Mr. Glickman presented a seminar on the apportionment factors to national audiences in Atlanta, Washington, D.C., and Chicago. He has written, co-written or contributed to articles appearing in various national tax publications, including The Journal of Multistate Taxation, the BNA Multistate Tax Report, the BNA Weekly State Tax Report and The Tax Lawyer: State and Local Tax Edition. Mr. Glickman serves as the managing editor of The Tax Lawyer: State and Local Tax Edition and The State and Local Tax Lawyer, and he co-wrote the BNA portfolio on Georgia Corporate Taxes. He also serves as an adjunct professor at Emory Law School, where he teaches a class in multistate taxation. Mr. Glickman was recognized as a Georgia Super Lawyers Rising Star for 2005-2007 as featured in Atlanta Magazine. He received his LL.M. degree in taxation and his J.D. degree from New York University School of Law, and he received his B.S. degree, with distinction, from Cornell University. Mr. Glickman is a member of the Taxation Sections of the State Bar of Georgia, the American Bar Association and the Atlanta Bar Association.
