Bill Evans has been an attorney-advisor in the Benefits Tax Counsel’s office at the Treasury Department since late 2007. Previously, he was a principal attorney at Groom Law Group in Washington, DC. He worked at Groom for over 15 years in the area of qualified retirement plans. Before that, he was an attorney at Robinson, Bradshaw & Hinson in Charlotte, North Carolina. Bill received his law degree from the University of Virginia School of Law, and his bachelor’s degree from Brigham Young University. He and his wife Sally are the parents of five children.

Bob CreMeens, a Senior Program Analyst, has been with Employee Plans Division of the Internal Revenue Service since 1982. Beginning in 2002 to present, Bob's area of work has been with small business sponsored IRA plans as well as the area of 403(b) and 457 plans. Bob has a BA in Business Administration, University of Nebraska at Lincoln, 1976 and MBA, Amber University, Dallas, TX, 1991.

Todd B. Castleton

Todd Castleton is a partner in the law firm of McDermott Will & Emery LLP based in the Washington, D.C., office. He is a member of the Employee Benefits Department.

Prior to joining McDermott, Todd was an associate at a national law firm in Washington, D.C. His practice focuses on the design, tax qualification, and compliance of defined contribution, defined benefit, nonqualified executive compensation, and health and welfare plans including experience with multiemployer, multiple employer, prototype, and volume submitter plans. Todd counsels plan sponsors and service providers on plan documentation (including drafting plan documents, SPDs, amendments, and plan administrative procedures), plan qualification (including representing clients before the Internal Revenue Service concerning plan determinations and closing agreements), plan administration (including resolving benefit claims, managing thirdparty service provider relationships, and correcting plan compliance issues), fiduciary duty compliance, prohibited transaction avoidance, employee benefits aspects in mergers and acquisitions, plan terminations, and litigation strategy. Todd has prior experience conducting benefits related litigation and appeals, and has also represented clients in managing labor relations and litigating employment discrimination matters.

While in law school, Todd was a Dean’s Scholar and on the editorial board of the George Mason Law Review, which published his comment, “Compounding Fraud.”

Todd is admitted to practice in the District of Columbia, Virginia and New York.

Elizabeth Dold
Principal

Elizabeth Thomas Dold's practice focuses on Title II of ERISA and other compensation matters, including the reporting and withholding requirements. She covers all types of employee benefits, including qualified plans, IRAs, governmental plans, nonqualified deferred compensation plans, and health and welfare plans. She assists clients in all tax aspects of employee benefits including IRS filings, compliance audits, design of retirement products, reviewing marketing materials, nonresident alien reporting/taxation issues, taxation of settlement awards, restorative payments, taxation and reporting of fringe benefits and welfare benefits, and employment taxes.

Ms. Dold has an interest in Pro Bono activities and inventions. She is the co-founder of linksinpink, which is a non-profit charitable organization to supporting individuals and their families facing a life-threatening illness, including breast cancer.
