James R. Rieger
Vice President, Fixed Income Indices

James R. Rieger is Vice President, Fixed Income Indices, of Standard & Poor’s Portfolio Services. J.R. is helping to lead Standard & Poor’s new effort to reach beyond traditional equity indices and into other areas of the capital markets by overseeing the creation and management of Standard & Poor’s fixed income indices.

J.R. has been leveraging his 28 years fixed income experience in the creation of a growing family of fixed income indices for Standard & Poor’s. Over the course of the past year S&P has launched a variety of new fixed income indices including municipal bonds, leveraged loans, commercial paper and sovereign debt. Prior to joining Portfolio Services , J.R. was Vice President, Global Evaluations, of Standard & Poor’s Securities Evaluations Department. A frequent public speaker, J.R. has spoken on various performance benchmarking and attribution topics including distressed debt, structured finance, municipal bonds, credit default swaps, and leveraged loans.

Active in the financial community, J.R. is a member of the Municipal Bond Club of New York, New York Society of Security Analysts, Municipal Analysts Group of New York, National Federation of Municipal Analysts.

J.R. holds a B.S. from Widener University and an MBA from Adelphi University.

Michael Genest
Former Director of Finance for California

Michael Genest opened Genest Consulting in January of 2010 to provide advice, analysis and advocacy on financial and policy issues affecting state and local government. Prior to going into private practice, Mr. Genest served for four years as Governor Arnold Schwarzenegger’s chief financial policy advisor in his role as Director of the California Department of Finance. Since Governor Reagan’s administration, only one person has served longer in that position.

Mr. Genest served on Governor Schwarzenegger’s transition team and was sworn in as Chief Deputy Director for Budget in the Department of Finance on the first day of the Administration, in November 2003. He also served for six months as Undersecretary of the Health and Human Services Agency and as chief of administration at the inception of California’s Corrections and Rehabilitation Agency.

Before joining Governor Schwarzenegger’s Administration, Mr. Genest was the Director of the California Senate Republican Fiscal Office, reporting directly to Senator James L Brulte. Previously, he was the administrator of the state’s public health programs, within the Department of Health Services and the Deputy Director for Welfare Programs in the Department of Social Services. Mr. Genest began his career in California state government with a ten-year stint in non-partisan and highly regarded Legislative Analyst’s Office, where he quickly rose to a management role. Before the Legislative Analyst’s Office, Mr. Genest worked on transportation finance issues within the Governor “Big Jim” Thompson’s Bureau of the Budget in Illinois.

Mr. Genest received his master’s degree from the University of California at Berkeley, Graduate School of Public Policy in 1980. Before that Mr. Genest was a journeyman carpenter in the Napa chapter of the United Brotherhood of Carpenters and Joiners.

He is married to Katherine Stafford Genest and has two sons, Lieutenant Thomas Genest, USN and Lieutenant Dennis Genest, United States Army.

Robert N. Campbell III
U.S. State Government Leader

Robert N. Campbell III serves as vice chairman and U.S. State Government leader, Deloitte LLP, which includes audit, consulting, financial advisory services and tax services to the states. Bob oversees our services to state, local, education, public health care and nonprofit clients. He also works closely with Deloitte Research, the Deloitte Center for Health Solutions and the Deloitte Center for Network Innovation. Throughout his 36-year career with Deloitte, Bob has assisted government leaders at all levels with program planning and analysis, technology planning, business process transformation, performance improvement and reorganizational engagements.

Bob has worked closely with government leaders to address and resolve their critical policy, financing and operational issues at all levels of government. He has worked extensively with leaders of major federal agencies and more than 40 states on projects spanning central finance and administration, developmental disabilities, economic development, employment, higher education, human services, K-12 education, Medicaid, mental health, public health care, revenue and taxation, and student loan finance.

Bob is a frequent writer and speaker on government management issues. He recently coauthored the book States of Transition, which addresses the big issues facing the states today. In recent years he has been quoted in Computer World, Consulting Alert, Consulting Magazine, Federal Times, Government Technology, The Hill, USA Today, Bloomberg, Stateline, Washington Technology and other leading publications. He also has addressed a number of public sector associations, including the Council of State Governments, National Conference of State Legislators, Governing Magazine’s Government Performance Conference, the National Association of Auditors, Comptrollers and Treasurers, and the Association of Government Accountants. Bob also represents Deloitte with key associations, including the Democratic Governor's Association, the National Association of State Chief Information Officers (NASCIO), the National Governor's Association, the Republican Governor’s Association, the Democratic Governor's Association, and the National Council of State Legislatures.

During his tenure, Bob has held a variety of leadership roles at Deloitte, including serving as one of the first consulting global senior partners; leading a national consulting industry; heading up the organization’s Austin, TX, practice; leading its Federal, Texas and Florida account programs; and serving as leader of a regional industry program.

Bob is a former member of Deloitte’s Managing Partners Advisory Council. He also has served on numerous other committees, including the Global Fairness Committee, the Global Nominating Committee, the Global Service Line Committee, the Global 2010 Planning Committee, the U.S. Political Action Committee Board, and the U.S. Policy Council. He also led business planning efforts as the organization prepared to enter the global outsourcing market. In 1999, he was awarded our annual Curtis Award for Partnership Values.

Bob received a bachelor’s degree with honors from Austin College and a master's degree in public affairs from the Lyndon B. Johnson School of Public Affairs, University of Texas. He has served on various community boards and committees and is presently a member of the Advisory Board of the LBJ School of Public Affairs, University of Texas at Austin, and the Executive Committee of the University of Texas Chancellor’s Council.

Harley T. Duncan
Managing Director, Washington National Tax
KPMG LLP

Mr. Duncan's practice focuses on assisting clients in working with state tax agencies. He works with the firm’s resource network to strengthen relationships with state tax agencies and assists in keeping clients and firm members abreast of current developments. Prior to moving to KPMG in July 2008, Mr. Duncan spent the earlier 20 years as Executive Director of the Federation of Tax Administrators, the association representing the principal state revenue collection agencies in each of the 50 states, D.C., and New York City. He also served five years as Secretary of the Kansas Department of Revenue. Prior to that, he was the Assistant Director of the Kansas Division of the Budget. He has held positions with the South Dakota state government, the Advisory Commission on Intergovernmental Relations and the National Governors' Association. Mr. Duncan received the New York University’s Outstanding Achievement in State and Local Taxation Award in December 2006 and was awarded the IRS Commissioner’s Award in June 2008. In the same year, he was cited as “The Most Influential Person on the Planet in State and Local Tax” by State Tax Notes.
