David R. Cohen is a partner in K&L Gates, where he co-Chairs the firm’s e-Discovery Analysis & Technology (“e-DAT”) practice group. A graduate of Harvard Law School, Mr. Cohen represents clients ranging from small businesses to Fortune 500 companies. He is admitted to practice in all Pennsylvania courts and has been admitted pro hac vice in thirteen other jurisdictions. Mr. Cohen has chaired several bar association committees related to litigation technology, he has served as an adjunct law school professor, and he has been a frequent planner and presenter for CLE and in-house training programs nationwide. He serves on advisory boards for the Georgetown Advanced E-discovery Institute, ABA Techshow and Strafford Publications. He has authored technology and legal strategy articles and book chapters published in Litigation, The National Law Journal, the Tort and Insurance Law Journal, Managing Litigation Costs, The Litigation Manual, e-Discovery and many other publications. Mr. Rotman is a Managing Director in KPMG's Advisory Services practice with over 20 years of experience. Mr. Rotman is focused on providing Privacy and Information Governance Services. He is the national privacy service leader, a member of KPMG's national Privacy Leadership Council and a member of KPMG International Privacy Leadership team. He has extensive high tech, financial services, manufacturing and government industry knowledge, both in the information technology and the accounting and finance aspects.
Mr. Rotman received a MSc. degree in Finance and Accounting and a BA. (Magna Cum Laude) degree in Accounting & Economics from the University of Tel Aviv, Israel He .is a CPA (Israel), a Certified Information Privacy Professional (CIPP), a Certified Information Systems Auditor (CISA), and a Certified Internal Auditor (CIA),. He is a member of ISACA, the International Association of Privacy Professionals (IAPP) and the Institute of Internal Auditors (IIA). He has made numerous presentations is the US and around the world pertaining to US and global data privacy issues and has authored professional papers on privacy and other subjects. Mr. Rotman is a member of the AICPA\CICA Enterprise Wide Privacy Taskforce that developed the Generally Accepted Privacy Principles, a global privacy standard. He is also a member of the IAPP Education Board, the US Department of Commerce delegation to APEC, and the state of California task force to study the use of Social Security numbers by California colleges and universities.

Professional Experience
- Doug has considerable knowledge of computer networking, network security, general computer related topics, SQL database design and administration, and the full electronic discovery (EDRM model) and digital forensic project lifecycle. His extensive experience includes:
- Responsibilities include focus on the day-to-day management of the Sales, Project Management, and technical teams.
- P&L Responsibility for multi-million dollar eDiscovery & Digital Forensics Practice and weekly/monthly reporting of group statistics to the Executive Committee.
- Management of and designated technical expert in numerous FCPA, white collar, CID, DOJ, FHFA, and SEC investigations.
- Management of dozens of multi-million dollar projects involving massive eDiscovery preservation and collection events, selected extraction of key data sets, and interfacing with counsel to manage and navigate all aspects of such projects.
- Delivering and administrating all eDiscovery aspects of hundreds of litigations involving the identification, collection, preservation, culling, review and production of electronic documents
- Consulting with large clients in the energy, pharmaceutical, medical, and transportation industries with regard to the creation and maintenance of defensible project plans. Formulating defensible collection plans, preservation and chain-of-custody issues, strategic searching, forensic data recovery and analysis, and client education
- Familiarity with database schema design, high-volume population, data warehousing, optimization, administration and reporting. Providing computer forensics and large-scale preservation, acquisition, analysis and production of email and other electronic records in litigation
- Providing expert analysis and testimony in a large number of litigations, wherein he has been retained as an eDiscovery expert, as well as a court-appointed neutral expert for resolution of discovery disputes.
- Participation in a number of Rule 26(f) conferences, designated as a 30(b)(6) expert, and participation in an array of technical depositions of opposing experts.
