Richard E. "Dick" Mackey is regarded as one of the industry's foremost authorities on distributed computing infrastructure, compliance, and security. He has helped many organizations, from online retailers and application service providers to major manufactures assess and improve their security programs. He has advised leading Wall Street firms on overall security architecture, virtual private networks, enterprise wide authentication, and intrusion detection and analysis. He also has unmatched expertise in the Open Software Foundation Distributed Computing Environment.

Prior to joining the consultancy SystemExperts™, he was the director of collaborative development for The Open Group (the merger of the Open Software Foundation and X/Open), where he was responsible for the integration of Microsoft's ActiveX Core with DCE and DCE Release 1.2.

Mackey has been a frequent speaker at conferences and a regular contributor to major publications on topics such as regulatory compliance, security standards, identity management, and service-oriented architecture security. Mackey has a B.S. and M.S. in electrical and computer engineering from the University of Massachusetts at Amherst.

Dr. Lothar Determann

He is versed in computer law, privacy law, Internet law and other subjects relating to technology and international law. Dr. Determann teaches law at University of California, Berkeley School of Law (Boalt Hall) and Free University in Berlin since 1994 and has published three books and more than 60 articles on international and technology law subjects. Dr. Determann's practice is focused on assisting and counseling multinational companies and start-ups regarding software licensing, electronic commerce, data protection and international commercial law related to technology transactions, product sourcing/distribution and services.

Constantine Karbaliotis
Americas Privacy Leader
Mercer

Constantine recently became Americas Privacy Leader for Mercer, and acts as its privacy officer to assist Mercer in complying with applicable privacy legislation and standards in the Americas. Reporting to Mercer's Chief Compliance Officer - Americas, he manages the company's internal compliance, and the development and implementation of privacy programs, policies and initiatives within Mercer.

In his previous role at Symantec, Constantine was responsible as Information Privacy Lead to manage its global privacy program. Constantine's previous experience includes acting as the Canadian subject matter expert for compliance to support Symantec Canada, working in IT to implement solutions relating to law and technology as well as privacy for ten years as an executive consultant at CGI, and having practiced law for ten years as well.

Constantine received his law degree from Queen's University in 1984, and was called to the Bar of the Province of Ontario as Barrister and Solicitor in 1986. He has received a number of privacy certifications from the International Association of Privacy Professionals.

Matthew H. Meade

Matthew H. Meade's practice encompasses a variety of commercial litigation matters as well as corporate internal investigations and commercial technology matters. Handling litigation matters in both federal and state court, Matt has participated in trials and arbitrations involving intellectual property, employment law, commercial contracts and tort disputes.

Matt is the co-chair of the firm's Data Security and Privacy Group and provides advice regarding data security breaches and other areas regarding privacy.

Prior to joining Buchanan, Matt was an associate with the New York office of an international law firm, where he handled federal criminal cases, including plea negotiations, participation in proffer sessions, bail proceedings, guilty pleas, pre-sentence reports and negotiations with the United States Attorney's Office.

Matt has also worked as an associate at a small Pittsburgh law firm, where he handled commercial litigation matters, including investigating and defending sexual harassment claims; representing plaintiffs and defendants in the theft of trade secrets; analyzing and reviewing employment contracts; and providing advice regarding covenants not to compete, trade secret clauses and nondisclosure agreements. He also developed and implemented comprehensive Internet, intranet, computer and e-mail policies for private and nonprofit businesses.

While a law student, Matt served as a legal assistant at a New York law firm and as a law clerk with the Civil Division of the United States Attorney's Office in Brooklyn, New York. He was a quarterfinalist in the BMI National Entertainment & Communications Law Moot Court Competition.

His is a frequent speaker on the topic of data security and has appeared on a CBS affiliate television station, RNN, and local radio programs regarding e-mail privacy in the workplace. Matt has lectured at the University of Pittsburgh Katz School of Business and the University of Pittsburgh School of Law.

Liisa M. Thomas

Liisa Thomas has developed a unique advertising practice, providing privacy law counseling to major consumer brands, advertising agencies, and consumer research companies, among others. Ms. Thomas joined Winston & Strawn in 2005 as a partner, bringing to the advertising law group her extensive experience in privacy, trademark, and youth marketing laws. Ms. Thomas has been a frequent and popular author on the subject of advertising and privacy laws, and is an adjunct professor in The John Marshall Law School’s Information Technology LLM program.

Ms. Thomas assists her clients with privacy compliance and data security issues, and helps coordinate national and worldwide clearances of interactive advertising programs, including advising clients on compliance with e-mail, fax, direct mail, and data breach notification laws. She also helps clients with the acquisition, commercialization, and enforcement of their intellectual property rights.

Ms. Thomas began her career at a prestigious trademark litigation boutique firm, designing and implementing brand protection strategies. While at the firm, she handled the trademark opposition portfolio for a major consumer electronics manufacturer. During her career, Ms. Thomas also managed online intellectual property infringement issues for a company that sold popular children’s toys. It was her work enforcing the intellectual property rights of this toy manufacturer that led her into youth marketing and privacy law, assisting that company comply with emerging online privacy laws intended to protect children.

Ms. Thomas is recognized as a leader in her industry, is listed in Madison Who’s Who, and her practice was featured in Crain’s Chicago Business. Ms. Thomas serves as chair of the board for the American Bar Association’s Annual Review of Intellectual Property Law Developments. She is also a member of the Advertising Compliance Service Editorial Advisory Board and serves on the editorial advisory board for the Privacy & Data Security Law Journal, which is published monthly by Sheshunoff Information Services. In addition, Ms. Thomas is active in the International Trademark Association as a member of the features subcommittee of the INTA Bulletin committee, and serves on the International Association of Privacy Professional’s Education Advisory Board. She is also secretary of the board of Illinois Legal Aid Online, a member of the board of the Women’s Foodservice Forum, and governing member of the Chicago Symphony Orchestra.

Ms. Thomas is a member of the Diversity Committee and the Hiring Committee at Winston & Strawn as well as several groups that focus on improving the diversity of the legal community, including the Black Women’s Lawyer’s Association.

Ms. Thomas received a B.A. in History from Haverford College in 1993 and a J.D. from the University of Chicago Law School in 1996.
