Joseph E. B. “Jeb” White is a partner at Nolan & Auerbach, P.A., and will be opening the firm’s third office, in Philadelphia, later this year.
Mr. White is the former President of Taxpayers Against Fraud (TAF), a nonprofit public interest organization dedicated to combating fraud against the federal government. At TAF, Mr. White worked directly with qui tam plaintiffs and their attorneys to develop and successfully litigate qui tam cases. In addition, he led the effort to modernize the federal False Claims Act for the first time in nearly a quarter of a century; tirelessly advocated for greater incentives and protections for those blowing the whistle on fraud targeting the Internal Revenue Service, the Securities and Exchange Commission, and state governments; and fought to protect antifraud and whistleblower laws in the courts. Additionally, as the editor of the False Claims Act & Qui Tam Quarterly Review, he managed a 150+ page law journal devoted to the False Claims Act.
Mr. White has also regularly educated attorneys and others about whistleblower laws and protections. As Executive Director of the TAF Education Fund, he organized the country’s largest conference devoted to the False Claims Act, and jurists and practitioners frequently cite his numerous articles on whistleblower litigation. In addition to qui tam litigators, Mr. White has presented to a wide variety of audiences, including the American Bar Association, the American Health Lawyers Association, the American Law Institute, and the IRS Whistleblower Boot Camp.
Mr. White was educated at the University of Pennsylvania (B.A.) and the Georgetown University Law Center (J.D.).
Danielle Y. Conley

Danielle Conley is a counsel in the firm's Litigation/Controversy Department, and a member of the Business Trial Group and the Government and Regulatory Litigation Practice Group. She joined the firm in 2006. Prior to joining the firm, Ms. Conley completed a clerkship with the Honorable Rosemary M. Collyer of the United States District Court for the District of Columbia.
Ms. Conley has a general litigation practice with a particular focus on government litigation and strategy. She has represented major corporations, educational institutions, and quasi-governmental entities before federal and state courts and in arbitrations. Ms. Conley has represented clients at all stages of litigation, including discovery, dispositive motion practice, trial, and appeal.
Ms. Conley's litigation practice has included wide variety of complex commercial disputes, including contract disputes, intellectual property disputes, and antitrust cases. She has also represented clients in False Claims Act investigations.
Ms. Conley shares the firm's commitment to pro bono work. She has represented clients on a pro bono basis in cases involving complex issues of constitutional law, as well as in actions brought under Title VII of the Civil Rights Act and the Fair Housing Act.
Ms. Conley is a member of the New York State Bar Association and the American Bar Association.
Ms. Conley is a recipient of the firm's Pickering fellowship in Washington, DC, established in honor of John H. Pickering. As a Pickering fellow, she spent six months practicing at the NAACP Legal Defense Fund (LDF), an organization founded under the leadership of Thurgood Marshall that focuses on issues of education, voter protection, economic justice and criminal justice through advocacy and litigation. While at LDF, Ms. Conley worked on a variety of civil rights cases in federal courts, including Northwest Austin Municipal Utility District No. One v. Holder, a challenge to the constitutionality of the Voting Rights Act that was before the United States Supreme Court in April of 2009.

Katie McDermott is a Partner in the Washington, D.C. office of Morgan, Lewis & Bockius LLP and has been involved in health industry enforcement and compliance for 19 years as an Assistant U.S. Attorney and DOJ Health Care Fraud Coordinator, and as a private sector compliance and defense counsel. Ms. McDermott represents the health industry in a broad array of federal and State health care criminal and civil enforcement, compliance, and litigation matters. Katie has been involved in well over 100 False Claims Act qui tam actions and parallel proceedings, and is recognized as a leading False Claims Act practitioner with both government and defense experience. Katie has been designated as one of the top fraud and abuse compliance attorneys in the country by Nightingale’s and once again as a DC Super Lawyer in white collar matters and top Washington attorney for handling government disclosures and whistleblower suits.
Katie served as an Assistant U.S. Attorney and Health Care Fraud Coordinator for the U.S. Attorney’s Office in Maryland from 1991-1999, directing a multi-agency federal task force focused on health care fraud investigations and initiatives. She was involved in DOJ enforcement policy committees in Washington, including the Attorney General’s Advisory Committee for Health Care Fraud and the FBI’s Healthcare Fraud Working Group and is a recipient of the HHS-OIG Inspector General’s Integrity Award for her work in government health care fraud matters.
Ms. McDermott currently serves as Chair of the American Health Lawyers Association Fraud & Abuse Practice Group and has served as Co-Chair of the American Bar Association White Collar Crime False Claims Qui Tam Subcommittee, focusing on federal and State False Claims Act litigation issues.

Robert S. Salcido, Esquire, is a partner with Akin Gump Strauss Hauer & Feld LLP in the Washington, D.C. office. He has represented several companies in responding to governmental investigations, conducting internal investigations, defending lawsuits filed under the False Claims Act and defending wrongful retaliation lawsuits brought by alleged whistleblowers. Mr. Salcido was a trial attorney with the U.S. Department of Justice in the Civil Fraud Unit from 1988 to 1993. He prosecuted cases under the False Claims Act, handled cases under the False Claims Act's voluntary disclosure provisions and specialized in whistleblower actions brought under the qui tam provisions of the False Claims Act. Mr. Salcido has authored a treatise on the False Claims Act: FALSE CLAIMS ACT &THE HEALTH CARE INDUSTRY: COUNSELING & LITIGATION (2d ed. LexisNexis and American Health Lawyers Association 2008). He has also written several articles on the False Claims Act, several of which have been cited by courts.
