Kyle currently serves as Chief of the FDIC’s Capital Markets Examination Support Section as such he manages a team of Senior Financial Analysts tasked with monitoring liquidity, interest rate risk, as well as derivative and investment portfolios. Mr. Hadley has significant international and domestic experience with working groups involved in the development of better policies for banks liquidity risk management, including the Basel Committee’s Working Group on Liquidity (WGL), the Federal Financial Institutions Examination Council (FFIEC), the Presidents Working Group (PWG), The Committee on Payment and Settlement Systems (CPSS). Kyle Was on the primary draft team for the Basel Committee’s “Principles for Sound Liquidity Risk Management and Supervision” and the FFIEC’s “Interagency Guidance on Liquidity Risk Management”. He also has authored or co-authored several articles, examination work programs, training materials and financial institution letters dealing with liquidity, investments, and market risk. Kyle is a Certified Financial Analyst and holds a BA in Finance from the University of Northern Iowa. He is also a former field examiner with experience directing examination teams of various sizes as well as assisting in allocating/directing resources during several high-profile projects.

Peter B Marshall is the Principal in Ernst in Young’s Financial Services Risk Management Practices. Peter has more than 20 years of treasury and financial risk management experiences with financial services firms and corporations. Peter specializes in global treasury operations, liquidity management, and financial risk management. Peter leads Ernst and Young’s Financial Services Treasury risk advisory services.
Peter’s treasury risk management experience covers asset and liquidity management, cash forecasting, liquidity risk and capital management, contingent funding plans, funds transfer pricing, market risk management. Additional areas of treasury experience include the evaluation and implementation of treasury organizational structures that consider roles and responsibilities, function, processes, internal controls, performance metrics, and systems technology. He also works with clients to address issues related to secured and unsecured funding.
Peter is member of Ernst and Young’s Global Automotive Advisory Panel representing finance companies. Peter is also on of the Firm’s primary subject matter specialist in derivatives and hedge accounting issues including SFAS 133/IAS39 and SFAS 157 issues and implementation.
Mary Frances Monroe

Mary Frances is Vice President, Office of Regulatory Policy, at the American Bankers Association in Washington, DC. Prior to joining ABA, she was the Manager of the Supervisory Policy section in the Division of Banking Supervision and Regulation at the Federal Reserve Board, where she was responsible for domestic and international policy initiatives related to risk management, compliance, and capital. Mary Frances was a member of the market and liquidity risk team at the Federal Reserve prior to becoming policy manager. She also has over 10 years of private practice experience in financial institutions and corporate law.
Mary Frances received a BA in Economics from the University of Notre Dame, a JD from Georgetown University, and an MBA with a concentration in Finance from George Washington University.
