Arthur R. Rosen

Arthur R. Rosen is a partner in the New York City office of the law firm of McDermott Will & Emery LLP, from where he chairs the firm’s nationwide state and local tax practice. His practice focuses on tax planning and litigation relating to state and local tax matters for corporations, partnerships, and individuals. Formerly the Deputy Counsel of the New York State Department of Taxation and Finance as well as Counsel to the Governor’s Temporary Sales Tax Commission and Tax Counsel to the New York State Senate Tax Committee, Mr. Rosen has held executive tax management positions at Xerox Corporation and AT&T. In addition, he has worked in accounting and law firms in New York City.
Mr. Rosen is a Fellow of the American College of Tax Counsel and is listed in the Best Lawyers in America and in the Best Lawyers in New York.
Mr. Rosen is a past chair of the State and Local Tax Committee of the American Bar Association’s Tax Section and a past chair of the National Association of State Bar Tax Sections. He is a member of the Executive Committee of the New York State Bar Association’s Tax Section, and has served as co-chair of its Committees on New York State Tax Matters, New York City Tax Matters, and State and Local Tax Matters. He also served as President and Chairman of the NYU Tax Society and is an active member of the Institute for Professionals in Taxation.
Mr. Rosen was a member of the steering committee of the NTA Communications and Electronic Commerce Tax Project. He founded and chairs the annual week-long “Introduction to State and Local Taxes” program, as well as the “State and Local Taxation II” program, offered at New York University. Mr. Rosen serves as a member of the New York State Commissioner of Taxation and Finance’s advisory council, the New York City Commissioner of Finance’s advisory council, and the New York City Tax Appeals Tribunal’s advisory council.
Mr. Rosen is the editor of the monthly newsletter Inside New York Taxes, co-editor of the semi-monthly newsletters New York Tax Highlights and New York Tax Cases; he was the original editor-in-chief of CCH’s E-Commerce Tax Alert, and was the monthly tax columnist for the E-Commerce Law Journal. He has written numerous articles that have appeared in publications such as the Journal of Taxation, the Journal of State Taxation, the Journal of Bank Taxation, the State and Local Tax Lawyer, Multistate Tax Analyst, Inc. Magazine, the Assessment Digest, the Journal of New York Taxation, and The Tax Executive. In addition, he has spoken extensively throughout the country on state and local tax matters.

Mitchell A. Newmark

Mitchell Newmark focuses on state and local taxation planning and litigation
before administrative and judicial bodies at all levels with respect to income,
franchise, gross receipts, and sales and use taxes.
Prior to joining Morrison & Foerster, Mr. Newmark was a Deputy Attorney General
of the New Jersey Attorney General's Office. In this capacity, he defended and
counseled the Division of Taxation in Corporation Business Tax and Gross
Income Tax matters. Mr. Newmark also represented many other New Jersey
agencies and governmental entities, including: the Department of the Treasury
and its Divisions of Investment and Pensions and Benefits as well as the State
Investment Council and the Office of Management and Budget; and the
Department of Banking and Insurance and its Divisions of Banking and Insurance,
as well as the Banking Advisory Board. As part of his duties, he counseled and
defended the Commissioner of Banking and Insurance in complex financial
services company conversions.
Mr. Newmark graduated from Widener University School of Law, cum laude,
where he was a board member of the law review, The Delaware Journal of
Corporate Law. He also has an LL.M. in Taxation from Georgetown University
Law Center and an M.B.A. from Rutgers University Graduate School of
Management.
Mr. Newmark is Co-Chair of the State and Local Tax Subcommittee of the
New Jersey Bar Association, a member of the Executive Committee of the Tax
Section of the New Jersey Bar Association, a member of the Tax Section of the
New Jersey Bar Association, and
Sarah McGahan

Ms. McGahan is a member of the firm's Washington National Tax Practice, State and Local Tax (SALT) Group. She is primarily responsible for following state and local judicial and legislative developments to keep clients and KPMG professionals informed of important state tax developments through TWIST (This Week In State Tax), TWIST Q (A Quarterly Roundup of This Week In State Tax) and SALT Alerts, as well as other publications. In her role, Ms. McGahan provides substantial guidance and counsel to clients in connection with proposed and recently enacted tax legislation. In addition, Ms. McGahan assists clients with multi-state issues involving corporate income/franchise taxes and sales and use taxes.
Ms. McGahan has written numerous articles on state tax topics that have appeared in state tax publications and journals, including: The Unitary Group’s Identity Crisis: Is There Really an “I” in Unitary?, The Tax Lawyer, State and Local Tax Symposium Edition (forthcoming) (with K. Prior to joining KPMG in 2005, Ms. McGahan was a tax policy analyst at the Virginia Department of Taxation.

Frank Schaefer is an Executive Director and the practice leader of the State and Local Tax practice in Grant Thornton's Edison, NJ office.
Frank has worked in the area of multi-state taxation for more than 35 years, with a focus on sales/use and income/franchise taxes. Prior to rejoining Grant Thornton in 2003, he spent 6 years as a Director in the New Jersey State and Local Tax practice of a Big 4 firm. During his original tenure at Grant Thornton, Frank founded and was the leader of the firm’s State and Local Tax practice for the New York Area for more than 8 years. He also served as a senior tax auditor with the Florida Department of Revenue and for 5 years was the Chief of Audit for the Northeast Region for the Massachusetts Department of Revenue in New York City.
Frank has served on the AICPA’s State & Local Tax Technical Resources Panel and as a member of the NJSCPA and its New Jersey State Taxation and Interstate Tax Committees. He has been a member of the Commissioner's Practitioner Liaison Committee in Massachusetts.
Frank is a contributing editor for Interstate Tax Insights and has also written for the CPA Journal, the Journal of New York Taxation and the Tax Adviser. He is a featured presenter at the Interstate Tax Seminars and has also spoken at the FAE's Annual Accounting Show, the TEI's State and Local Tax Section, The National Institute on State & Local Taxation, the FTA's Revenue Estimating and Tax Research Conference, the National Conference of CPA Practitioners and the Center for International Tax Education.
